Every website needs some kind of hosting.
Think of website hosting as renting space on a computer that will hold all the files that will run your website. Many companies offer different levels of hosting plans. What you will need specifically depends on what your website will do.
E-commerce and larger websites require more robust hosting while other, smaller sites do well with shared hosting. It all depends on your specific needs.

While technically you don’t NEED one it’s a good idea to have one.  SSL (Secure Sockets Layer) certificates are quickly becoming a necessity. According to Google, SSL and HTTPS should be used everywhere across the web. Sites not using SSL will be marked as unsecured if they’re viewed using the Google Chrome browser.

That varies depending on the scope of the project and current work load but in general at least 4-6 weeks from design mockup to final launched site.
